In order to ensure normal export trade with the United States, reduce and avoid economic losses, the Chinese government has decided to quarantine the wooden packaging of goods imported to the United States in accordance with the Animal and Plant Quarantine Law of the People's Republic of China. And considering similar situations that may occur in the future, it has also been decided that if other countries have similar inspection and quarantine requirements in the future, their practices will also follow the quarantine treatment method for wooden packaging of goods imported to the United States. So, what is wooden packaging? What are the requirements for quarantine of wooden packaging for export goods?
1、 The concept of wooden packaging: wooden packaging refers to the wooden materials used for packaging, bedding, supporting and reinforcing goods, such as wooden cases, wooden crates, wooden pallets, wood materials for bunkering, barrels, wood mattresses, sleepers, wood liners, wood shafts, wood wedges, etc. However, artificially synthesized materials or packaging wood materials that have undergone deep processing such as heating and disinfection, such as plywood and fiberboard, are not included in this list. Wooden packaging must not contain bark.
2、 The national quarantine requirements for wooden packaging of exported goods: 1. All types of export enterprises must strictly implement the current national standards for framework wooden boxes (GB7284) and ordinary wooden boxes (GB12464), and carry out disinfection treatment on the wooden packaging of exported goods. Before containing the goods, the export enterprises themselves or their agents must report to the entry and exit inspection and quarantine authorities for inspection. When handling export customs declaration procedures, it is necessary to submit fumigation, disinfection and other certificates issued by the entry-exit inspection and quarantine authorities to the customs. Each customs certificate must be checked and released. If no relevant certificate is issued, the customs will not release it.
2. Enterprises specializing in the production of export packaging materials must, in addition to continuing to comply with the current regulations and standards of relevant national departments, carry out pest control treatment on wooden packaging materials used for export goods in accordance with user requirements.
3. Large and medium-sized production enterprises with independent packaging workshops must carry out disinfection treatment on the wooden packaging materials used in the production of exported products in accordance with regulations, and report to the local entry-exit inspection and quarantine authorities for inspection before packaging the goods.
4. Small export enterprises that need to use wooden packaging for export goods must purchase wooden packaging from professional wood processing enterprises or large and medium-sized export enterprises that are capable of handling wooden packaging if they do not have the conditions for pest control. Local economic and trade commissions, in conjunction with local entry and exit inspection and quarantine authorities, should accelerate the approval of a list of professional wood processing enterprises or large and medium-sized enterprises that can carry out pest control treatment on wooden packaging, in order to standardize the procurement of wooden packaging materials by small export enterprises.
5. The quarantine of wooden packaging for export goods should be started from scratch, and efforts should be made to handle it during the production process of wooden packaging materials. The entry-exit inspection and quarantine authorities shall implement classified management on the production and processing enterprises of wooden packaging for export goods, verify the specialized production enterprises of wooden packaging for export that meet the conditions for pest control treatment and the production enterprises with independent packaging workshops, and confirm the quarantine treatment supervision factories (warehouses) for the quality packaging of export goods depending on the situation; The wooden packaging materials stored in the supervision factory (warehouse) can be subjected to centralized pest control treatment. When leaving the factory (warehouse), the entry-exit inspection and quarantine agency confirms that there are no live insect infections, and issues a "fumigation/disinfection certificate" in batches for verification.
6. The entry-exit inspection and quarantine authorities shall assess and recognize the units engaged in the disinfection and treatment of wooden packaging for export goods, and provide necessary technical training to practitioners.
7. The entry-exit inspection and quarantine authorities shall supervise the handling process of the units responsible for the disinfection treatment of wooden packaging for export goods, confirm the chemicals and testing instruments used, and order the handling units to take remedial measures or reprocess if they find that the disinfection treatment does not meet the technical requirements.
8. If the wooden packaging of exported goods is transported to the exit port without undergoing disinfection treatment or needs to be replaced with wooden packaging, the export enterprise or its agent shall apply for inspection to the exit port inspection and quarantine authority. The entry and exit inspection and quarantine authority shall supervise and handle it according to regulations. If it passes the treatment, a "fumigation/disinfection certificate" shall be issued.
9. Wooden packaging of export goods that have passed the disinfection treatment should generally be shipped out of the country within 21 days after the issuance of the "fumigation/disinfection certificate". If the deadline is exceeded, the export enterprise or its agent must declare to the entry-exit inspection and quarantine authority. If infected with live insects, they must be reprocessed under the supervision of the entry-exit inspection and quarantine authority. 10. For export goods using wooden packaging that have not obtained a "fumigation/disinfection certificate", the entry-exit inspection and quarantine authorities shall not accept the inspection of the goods.
